Knox Council Approves End-of-Year Fund Transfers

The Knox City Council Tuesday night approved a series of balance transfers to close out the fiscal year in the black. As explained by Clerk-Treasurer Jeff Houston, money is being moved within department line-items in the mayor, city judge, police department, planning commission, fire department, street department and economic development income tax to cover expenses.

Council members questioned why so many transfers were necessary this year. Houston says the city took the circuit breaker tax credits out of the appropriation earlier in the year, which in turn created a shortfall do to the inherent guesswork. He says the city has done a good job overall of keeping costs contained.

One notable transfer was within the Economic Development Income Tax fund, where money was moved from the Starke County Economic Development Foundation and Knox Industrial Park line items into water operating to offset the cost of infrastructure upgrades to the new Traffic Control Specialists location in the Knox Industrial Park.
