Knox City Council Approves Easement Agreement

The Knox City Council approved an easement agreement with Chuck and Dennis Estok to move forward with the water line project for the Starke County Sheriff’s Department and Detention Center at the intersection of State Road 8 and County 550 East in Knox.

The city of Knox will be responsible for the installation the water lines for the project that will extend to the property from Henry Drive.

The easement agreement had a paragraph stricken that stated, “The Owners, their successors or assigns, agree not to place any permanent structure or other object over the pipeline or equipment of the utility and shall hold the City harmless from any additional costs or expenses incurred by the City as a result of having to exercise its rights of maintenance as described in this easement.”

The action to omit the paragraph was not supported by City Attorney David Matsey, but the project needs to move forward and the council members approved the change to the easement agreement with a unanimous vote. The easement will now be signed and notarized by all parties.

Mark Milo Enterprises was the winning bidder for the project. In the bid packet, it was specified that the bid would be good for 45 days and that deadline passed Nov. 9. Milo told Mayor Rick Chambers that the bid submitted will be honored.
